The dispatcher first requested an emergency address before Balmer explained that there was no emergency.

“Well, I don’t really have any emergency cases. I would like to apologize. Governor Josh Shapiro must know that Cody Balmer will not participate in his plans for what he wants to do to the Palestinian people,” Balmer said in the call. “He had to leave my family alone. He must take his eyes off my daughters. And he needs to stop killing my friends, as if Manny killed two weeks ago, or last week on Saturday.”

“Our people are too many monsters,” Balmer said to the dispatcher. “All he has is a banquet cleaning hall. I’m tired of offering peace expansion. I want to be able to provide my children. I shouldn’t take myself to these extremes. It’s not fair. I don’t want any harm to anyone. But that man … That man, he does serious, serious harm, probably you, and I want the best, sir, sir.”

The video surveillance described in the order reportedly shows that Balmer broke the window in Governor’s residence before throwing a “flammable device” inside. According to the order, Balmer then broke another window, entered the residence and arranged another flammable device before “approached going out to the dining room.”

The order also says that a woman-at least identified as Balmer’s “former Paramour” -rekla confessed to the attack And she asked her to call the police to turn him.

“This type of violence becomes too common in our society,” Shapiro said at the briefing for journalists. “And I don’t give a curse if he comes from one side or the other, aimed at one or the other or another or the other person. It’s not okay and must stop. We need to be better than this.”
