AND Mason, Ohio, The man was arrested because he allegedly owned a destructive device after an investigation into an improvised explosive device (IED) was found in the football complex to the discovery of bomber making materials.
James River Phillips, 20, was arrested on Thursday by the common terrorism of the FBI Cincinnati, a working group for terrorism and accused of possessing an unregistered pistol and possessing a destructive device.
The arrest comes after the working group committed a federal court in Mason that morning.
“The FBI Common Terrorism Group was arrested by James River Phillips after allegedly possessing a dangerous destructive device,” said Elena Iatarola Special Agent FBI Cincinnati. “The FBI and our partners have worked together to ensure that his actions have been stopped before there is a risk of public security.”

According to a statement filed against Phillips, a Lebanon, Ohio, police officer discovered IED in the football complex around 12:30, September 2, 2024.
Immediately before the discovery, the officer saw two men in the early 20th, leaving the parking lot of the complex in the silver SUV, which was originally parked on the plot. The driver described the police as long curly hair.
The police officer stopped traffic and told two men to leave the parking lot since the complex closed, the statement noted.
Once the two left, the clerk continued to drive in the parking lot and place the IED where the SUV was parked, the court documents said.
“IED had a pile of white powder to the control switch,” the statement said. “The control switch had a red light when the LPD official discovered IED. After encountering a device, LPD clerk tried to find two men but couldn’t. The police officer contacted Bomb Bomb Butler (BCBS) to seize IED.”
BCBS revealed that the rest on the device contains nickel hydrazin nitrate, while white powder contained erythritol tetranitrate.

December 2, 2024. Phillips allegedly received a photo of the driver’s license, which he said was showing him with the same curly hair he saw when he came across the driver.
Investigators made an appointment on the Apple ICloud account connected to the phone, resulting in a video of April 5, 2024, displaying two unidentified men in the parking lot under street lamps, near the laptops and football networks.
One of the men could be heard counting on one, before the explosive device detonated. In another video that seems from the same incident, an unidentified man says, “James, we have to go” and “James, come on.”

The video then shows a hole in the country, which investigators say is the result of the previous explosion. Two men are then seen taking components of residues and residues. The investigation later revealed to the detectives that Phillips had bought “the chemicals of the precursor and the materials for domestic explosives,” which were shipped to his house in Mason and another residence in Oxford.
His account ICloud also allegedly had recipes and notes on how to construct explosive devices, Affidavit claims.
Photos are also allegedly displayed by Phillips that builds explosive devices in a shed in the forest.
Phillips is expected to appear in court on Friday at a bond hearing and will remain in custody by then.
