However, major changes have been applied since the Civil War, when some counties in Virginia split to create Western Virginia.

Current effort to change the limit between Illinois and Indiana partly encourages political divisions. In the last five years, voters in 33 counties Illinois have approved voting measures asking if they want to consider separation from Cook district, a county involving Chicago to form a new state. But the initiative does not necessarily mean to join Indiana if they are given the opportunity.
