US Immigration and Customs Enforcement (ICE) in Texas returned a Mexican citizen who lived in Houstonand he is wanted in his native country for the rape of a child.
ICE said in a press release that 58-year-old Nestor Flores Encarnacion, an undocumented alien, was returned to Mexico on Thursday.
Flores, who is wanted in Veracruz, Mexico for the rape of a child, entered the US illegally four times.
On Thursday, deportation officers with ICE transported Flores to the Juarez-Lincoln Bridge in Laredo, Texas, where he was transferred to the custody of Mexican authorities.

“This foreign fugitive brazenly entered the U.S. in violation of our country’s laws on four separate occasions to avoid prosecution in Mexico for allegedly raping a child,” said ICE Enforcement and Removal (ERO) Houston Field Office Director Bret A. Bradford. “Dangerous foreign fugitives and criminal aliens who have been charged with or have committed heinous crimes such as sexually assaulting a child will not find safe haven in Southeast Texas.”
According to ICE, Flores entered the U.S. illegally on February 16, 2002, near Roma, Texas, and was arrested the next day. US Border Patrol and returned to Mexico.
But he returned to the US a few days later, on February 20, 2002, and again two days later, on February 22. Both times, ICE said, he was arrested by Border Patrol agents and voluntarily returned to Mexico the same day.

Flores re-entered the country for the fourth time at an unknown location and on an unknown date.
On August 23, 2024, deportation officers from ERO Houston arrested Flores at a residence in Houston after receiving a tip that he was potentially residing in the Houston area.
ERO Houston was also notified that Flores was wanted in Mexico for rape.

After his arrest, Flores was placed in immigration proceedings on December 19, 2024, and granted voluntary departure by an immigration judge at the Department of Justice.
“Our immigration officers work tirelessly to successfully locate and apprehend undocumented aliens in the Houston area who pose a threat to public safety, national security and border security, and will not stop until they are repatriated to their country of origin and no longer pose a threat to the community,” Bradford said.
