In a supervisory video taken from Mullins Chambers, a group of people could be seen talking to the judge more than 12 minutes before Stines entered the office and asked everyone to leave.
In the next seven minutes, Stines and Mullins spoke privately before the stines got up and seemingly locked the door of the chamber.
Mullins then handed his phone to Stines.
