CIA Director John Ratcliffe stated in internal memory that China is the main priority of his agency, warning that “no opponent in the history of our nation presented a more terrible challenge or more capable strategic competitor than the Chinese Communist Party.”

“In order for CIA to continue successfully defending our nation, we will upgrade to our strong foundation and follow with a laser focus, short-term priorities for the CIA that our president and our state requires. China sits at the top of that list,” Ratcliffe wrote.
“No opponent in the history of our nation presented a terrible challenge or more capable strategic competitor than the Chinese Communist Party,” he continued. “The intention is to dominate the world economically, military and technologically, and aggressively tries to surpass America in every corner of the world.”

Ratcliffe said CIA must continue to respond to the threats that China represents “urgency, creativity and bite.”
“I brightened the CIA leadership team to take more risks, smartly and aggressively seek short and long-term capabilities that the United States needed to keep the cinema in our back view window. It will not be easy, but I promise that we will only be charged,” he added.
