“These evidence suggests that the congregations remain at home to avoid encountering ice in their own districts, not because the churches or synagogues are the location of the high risk,” Friedrich wrote in her opinion.
The policy at the center of the lawsuit entered into force on January 20, Trump’s first day on duty.
On that day, the Ministry of Homeland Security was abolished by a guidance from the time of Obama, which discouraged Ice agents from arrest in “sensitive locations”, including schools, hospitals and places for worship. According to the new rule, ICE officials no longer need special approval to act in these locations as long as they apply “common sense” and “discretion”.

The federal judge in Maryland has temporarily blocked operations in religious places for some groups, including quakers. But the colorado judge ruled in favor of the administration in a similar case that included implementation in schools.

Friedrich’s decision means that the current policy will remain in force that the lawsuit takes place.
