The United States has said that after negotiations with both sides of Saudi Arabia, Ukraine and Russia have reached an agreement with the Black Sea.
The White House said on Tuesday that Kiev and Moscow agreed to “ensure safe navigation, eliminate the use of balls and prevent the use of commercial ships for military purposes in the Black Sea.”
However, questions about when the ceasefire will be effective, and Ukrainian President Vloadimire Jelnsky, Russia expressed concern over whether it would obey it.
A senior Ukraine official told the Financial Times that Kiev would immediately stop the “deep strike” with Russia’s military goals under the agreement with the Black Sea and the energy target.
However, the Kremlin said the agreement would be effective only after imposing sanctions on the Russian banks involved in agricultural production and trade.
The White House has said that they will increase Russia’s access to the global agriculture and fertilizer market, including reducing marine insurance costs and improving access to ports and payment systems.
EU approval will be required for the Russian request to lift the ban on ND donors.
Talking to Kiev journalists, Zelnsky said that the US party had informed his delegation that the ceasefire would be effective immediately.
“We first agreed that the sea and the free navigation could be quiet,” Jensky said. “The second thing is to stop attacking the power system.”
He was skeptical about the ceasefire in compliance with the ceasefire, but said that Kiev would retain the end of the agreement.
