In order to qualify for the ballot in November 2028, Evans must collect signatures of at least 546,651 Registered voters To July 22, if approved, the measure would not initiate the independence of the golden state.
Instead, they would declare “voting on distrust of the United States” and “expression of the will of California” to become an independent country without changing the state government or its relationship with the USA
In addition, a 20-member commission would be established, which would study whether California could manage itself and its sustainability as a nation.

Despite the proposal, the California Constitution notes that the state is “an inseparable part of the United States of America.”
“The US Constitution does not involve the mechanism that the state separates from the United States or the provision of the single state to be an autonomous nation within the United States,” the Californian legislative office states.
